Pa. state legislators among the highest paid in U.S., but they’re doing less and less actual lawmaking

The number of bills introduced or passed by the legislature has decreased dramatically in recent years, while the number of largely ceremonial resolutions has skyrocketed, according to an analysis by Spotlight PA and The Inquirer.
